Looking a bit more at the debian source package I discovered that it
comes from upstream's configure.in which includes (line 20):

  AM_DISABLE_STATIC

Removing that line enable compilation of the .a.

Debian policy is not clear on the subject, but seems to assume that
almost every shared libraries includes also a .a, while the contrary is
not true.

Could you please remove the AM_DISABLE_STATIC from upstream's
configure.in and ship the .a?
