Dear Maintainers,

* What led up to the situation?
The usual: giving out or getting an account to some place, $user needs
to generate en_AU.UTF-8 because she uses a4 papersize and en_US.UTF-8
was set as a default. Then Bob comes by and generates en_GB.UTF-8 'cause
he wants weeks to start on Mondays and he's just logging in remotely to
that box so Mosh didn't work at first… This is an ongoing situation and
frustration for many continental Europeans. D-I doesn't give a proper
way of fine tuning it during install, so regularly you'll bump into
issues like #552561 or similar questions from friends or on forae.

To ease this problem, there's this thing I ran into from HP Unix:
en_EU.UTF-8@euro
ISO 3166-1 defines 'EU' as reserved and from my (shallow) understanding
of rfc5646 that is a perfectly meaningful and valid thing to use. The
@euro implies that it's only for LC_MONETARY, but there are many other
things that could benefit from a en_EU.UTF-8, like LC_TIME,
LC_MEASUREMENT and LC_PAPER to name a few.

en_EU.UTF-8 should have a comma as a radix point, thousands separator a
dot.LC_TIME could be a copy of en_GB.UTF-8, LC_MEASUREMENT and LC_PAPER
as well, LC_MONETARY can be from en_IE.UTF-8.

I understand that this bug needs some more work and thinking. Unsure
what to do with for example LC_TELEPHONE, +%C %a %l ? And the int_prefix
is different everywhere.
