No, the upgrade issue is independent from the content of the packages. Apt need 
to 
compute a upgrade path from the Packages file. Circular dependencies leads to 
removal
of packages during upgrade because is not possible to find an upgrade path 
without
it. In this case it is likely to cause problem due to the dependency on python 
<<2.8
which might not be satisfiable in jessie+1.
