Dear Maintainer,
zabbix-proxy.conf misses PidFile option, and default behavior is to use 
/tmp/zabbix-proxy.pid
So you always get an:
[FAIL] zabbix_proxy is not running ... failed!
when trying to stop it using init script.
In order to actually stop the daemon you have to kill the process.

Adding this line to installed zabbix-proxy.conf fixes the issue.
PidFile=/var/run/zabbix/zabbix_proxy.pid
