Thanks for your detailed explanation! I have added a new entry to https://wiki.debian.org/qa.debian.org/FTBFS and hopefully it will be useful for others who are affected by the same issue. I think it is definitely a good idea to raise awareness of the problem. So mails to -devel or d-d-a are most welcome.
