Currently perl-modules is not multiarch. However given that it is architecture all it can probably be made multiarch=foreign with reasonably few changes. That would simplify making the other packages that depend on perl-modules multiarch as they would not have to change their dependencies. As an interim workaround they could change their dependencies to 'perl-modules:all' which works with dpkg >= 1.16.5. However that's quite ugly and should then be changed back. To achieve full benefits it would likely be necessary to convert the other perl packages to multiarch too.
