libx11-xcb-dev is needed to build for x11-xcb.pc, in Debian this is pulled in
through other dependencies, but it isn't in Ubuntu. As it's currently not
FTBFS due to an implementation detail in Debian, I've marked this as important.

In Ubuntu, the attached patch was applied to achieve the following:
* Add libx11-xcb-dev to build dependencies to fix FTBFS
- update debian/control
