Thinking about it, this is a more general issue: Alias= lines should be handled even if “dh_systemd_enable --no-enable” is used, both on package installation and on upgrades when the [Install] section changes. Moving this to a separate bug, because this particular problem is about Alias= being ignored for _disabled_ unit files.
