I don't know that it makes sense to integrate into initramfs-tools either, without significant rework of initramfs-tools. systemd shouldn't try to run initramfs-tools hooks; it should run service files, and it already has service files for half of what initramfs-tools normally does (cryptsetup, lvm, udev, etc).
