Debian policy "5.1 Syntax of control files" has:

A control file consists of one or more paragraphs of fields[32]. The
paragraphs are separated by empty lines. Parsers may accept lines
consisting solely of spaces and tabs as paragraph separators, but
control files should use empty lines. 

So this is wishlist bug to wrap-and-sort to accept such lines consisting
solely of spaces and tabs and convert them to true empty line
considering its intended use as lint.
