Yes, it is documented and planned that way.

Generally, we do not update packages from CTAN, but instead wait for
upstream to release a new version of the teTeX collection.  However,
this is a case where the package is practically unusable.  I have
therefore started a list of packages that have such grave bugs, and we
will probably include a new version in Debian in case there is no new
upstream version soon.  The list will soon become available at 

http://pkg-tetex.alioth.debian.org/update.html
