Hello,

since util-linux 2.21 or so losetup grew an option to pass the flag to
scan for partitions on loop devices (this was added on kernel side long
ago but no tool passing the flag is in Debian).

mkfs.vfat refuses to make filesystem on the first partition (out of 10).

+ mkfs.vfat -n bootloader /dev/loop0p1
mkfs.vfat 3.0.13 (30 Jun 2012)
mkfs.vfat: Device partition expected, not making filesystem on entire
device '/dev/loop0p1' (use -I to override)
