Just a quick update to this bug for XFCE 4.10: The underlying bug (that polkit-gnome-authentication-agent-1 fails to start) is still present, but the symptoms have changed a bit. Mounting an internal drive no longer causes an error (I think this is because org.freedesktop.udisks.filesystem-mount-system-internal is now allow_active instead of auth_admin_keep - but I could be wrong.) Additionally I noticed that panel buttons for Shutdown/Restart appear as grayed out (but shutting down from the Logout dialog box works - presumably because it checks permissions when shown).
With a bit more digging this afternoon I discovered that if I replace /usr/bin/xfce4-session with a shell script that sleeps for 1 second then calls the original xfce4-session, it works reliably. This could be a red herring, but it is 100% reliable on my system (so far).
