This is more a Debian Policy thing than something I can control.

It's up to the individual package maintainers to specify compress or
not.  The default /etc/logrotate.conf is how it is for historical
reasons: it was like that when I took over maintaining logrotate, and
that's the default that's shipped by upstream.

Given that that's how things have been for over 10 years, there will
be a fair amount of inertia to any change.

Also /etc/logrotate.conf is a conffile and a sysadmin may decide not
to take the packaged default when upgrading.  This could cause a fair
amount of confusion.
