as Daniel already wrote, there are two init scripts to configure serial ports:
  /etc/init.d/setserial
  /etc/init.d/etc-setserial

In case of an existing /etc/serial.conf, the script /etc/init.d/setserial
can be only used to handle modules or get some status. The actual configuration will be done by /etc/init.d/etc-setserial.
So the "&& exit 0" is really needed here.

Unfortunately I don't know either why two scripts have been invented to do allthe work.

Anyway if you don't mind I would close that bug and keep everything as it is
now.
