There was a bug filed against libitpp-dev (#710818), now closed, which is why
aghermann failed to configure.

The build breakage must have occurred between itpp versions:

libitpp (4.3.0-3) unstable; urgency=low

 [...]
  * debian/patches:
    + Add itpp-config-pc.diff to install pkg-config and
      itpp-config files. (Closes: #710818)

and a previous upstream version 4.2-4, which has been good all along.

Aghermann upstream is going to ship a new version in a week or so, by
which time libitpp-4.3.0-3 will probably propagate to jessie and silently
unbreak aghermann build.

Or, you could retry a build of aghermann-0.9.0.4 any time now, so this ticket
can autoclose; just make sure the building host has libitpp-4.3.0-3 or
-4.2-4.
