For the short description, I think that "initialization system for infrastructure cloud instances" is more correct, because cloud-init initialises the instances (that is, the virtual machines), not on the infrastructure that manages them. The long description is already much improved compared to the original, but if I could make one last proposition, it would be to de-jargonize further the parts about ~/.ssh/authorized_keys and IaaS.
