Control: reassign -1 debconf

Even though the program might (unfortunately) seem to indicate otherwise,
dpkg-reconfigure is not part of dpkg. It's instead part of debconf, and
this is in any case a request for debconf itself and not one of the
programs invoking it, thus reassigning.
