Ubuntu patched the guilt package so that the test suite runs at build time. They also patched the test suite to ignore all "fatal: unrecognized input" lines. They also rewrote debian/rules to a minimal dh7 style with just one override. I think most of the patch could be incorporated into Debian's guilt package. (But that would be too bold for a normal NMU anyway. :-) See https://patches.ubuntu.com/g/guilt/guilt_0.35-1ubuntu2.patch (But take care, quilt's .pc directory errornously seems part of the Ubuntu patch.)
