tk_octave in particular is public domain. I think the problem is with
conflicts and stability. For instance tk_octave has compilation errors
when linked against the current version of vtk (line 705 of
tk_interp.cc
has an ambiguous function call).
Please do send patches upstream. Nobody is actively maintaining this
package and it is not installed by default so few people compile it.
I'm not surprised that bit rot is setting in.
