Some input from IRC about the dependencies:

12:05 < aleksander_m> except for the dev package, if there is a ModemManager-dev with the common headers, in that case libmm-glib-dev depends on ModemManager-dev... 12:05 < aleksander_m> otherwise, you could just package the daemon common headers in libmm-glib-dev itself, if it's too complex
