In setups with only CUPS >= 1.6 client and servers, dnssd is the protocol of choice and "cups" is only available for retro- compatibility with older CUPS < 1.6 instances; it will eventually get dropped in a future release. By having dnssd in the default BrowseRemoteProtocols entry, starting cups- browsed doesn't work if avahi-daemon is not already launched (and hence, installed), as is expressed through the initscript LSB headers. So while I agree that having avahi-daemon as a dependency is unfortunate, I don't really see another way to have cups-browsed work straight after (minimal) installation. I'm therefore hereby tagging this bugreport as 'wontfix'.
