I doubt it is a bug in Xpra. I see password prompt in three other
backends so it is likely to be bug (or incompatibility) in
ssh-askpass-gnome.
Could you please try some other ssh-askpass packages, namely
* ssh-askpass
* ksshaskpass
* ssh-askpass-fullscreen
If they all work we might need to reassign this bug or declare Breaks
with ssh-askpass-gnome...
