Sorry, my fault. In upstream rev. 122 (which wasn't included in the debian package):
http://logwatch.svn.sourceforge.net/viewvc/logwatch?view=revision&revision=122 only mdadm --examine --scan was used. With the current version of the script in rev. 134 http://logwatch.svn.sourceforge.net/viewvc/logwatch?view=revision&revision=134 this was changed to use the config file first and then use the mdadm binary if the config file doesn't exist.
