Uhm, why exactly? A cp doesnt sound impossible to me.

Well, we are testing the packages anyway, in a minimal chroot. So if a
developer uses a slightly bigger than minimal chroot I prefer this over her
not using piuparts at all.
That said, piuparts could+should probably just create+keep its own tarball...
