c09c4741695b52017a6126fd77a9f9fcccd468bc and the following 5 commits show how 
to tests packages which need a (certain) database running, so this has 
(partly) been done now:

1ca8406 p.conf.*: enable --allow-database
b1d5523 upgrade mysql/postgresql separately
747e9cd new script: pre_install_database-server
25a30e3 detect_piuparts_issues: failures to start a database server
2f24a32 p: relax the check for running processes for --allow-database
c09c474 p: new option --allow-database

The general usecase however is not possible yet, maybe with --enable-
daemon=$damon-script (where $daemonscript is one of mysql, postgresqld or 
postgresql-8.3 in that patch) or maybe as --no-check-for-running-processes, 
not sure.

I was about to close this bug (as the most pressing use case, enable data 
bases, is covered), and then decided to go to bed now and to look again 
tomorrow.
