OK, so I just tried this build here, and it worked.

$ uname -a
GNU hurdebian 0.3 GNU-Mach 1.3.99-486/Hurd-0.3 i686-AT386 GNU
$ cat /etc/apt/sources.list
deb http://10.0.2.2:3142/debian/ sid main
deb-src http://10.0.2.2:3142/debian/ sid main

deb http://ftp.debian-ports.org/debian unreleased main
deb-src http://ftp.debian-ports.org/debian unreleased main

The system is running under qemu-system_x86_64 with kvm, 1GB RAM, 10GB
qcow2 disk image. I just installed the netinstall image, then installed
build-essential, then `apt-get build-deb ruby-curb`, `apt-get source
ruby-curb`, chdir to the sources, then `debuild -us -uc`

maybe its a transient issue and a give back in the buildd will work?
