Dear Maintainer,

This is not really a debirf issue. This is probably yet another
limitation. But I figure I'll file it here to document the workaround.

Installing apache2-related packages gives an error about
/etc/apache2/envvars missing (IIRC). This is because a2enmod resets the
environmentwhen running:

$ grep -w env /usr/sbin/a2enmod
    my @lines = qx{env - sh -c '. $file && env'};

The workaround is to install apache2.2-common on the host.
