Does any kernel supported by Debian supply the functionally needed
for coreutils to implement this?  I don't think so.  In which case
there isn't anything coreutils in Debian can do about it.

Because GNU coreutils is portable to other systems and one of the
developers works closely with Solaris I suggest that you post your
suggestion in the upstream mailing list.  It is possible this would
get implemented in the upstream sources and then it would be available
in Debian naturally when a kernel that would support it became
available.
