In Debian, the tarball content is not sufficient alone to determine the state of package's DFSG-freeness. Any further information like contacts with the original authors to clarify issues like these are customarily recorded in debian/copyright. In Debian, it's always a good idea to consult debian/copyright first, then tarball in case debian/copyright does not already cover the whole source. In zoo's case debian/copyright covers the whole source. Regarding the new bug subject "Source Tarball Contains Incorrect License Information" | Shouldn't the copyright and licensing information in the tarball be | updated so as to avoid confusion in the future? There is no need to change soures to match current state of Public Domain licensing. The latest testimony is what counts from the Copyright Holder for the entire software. Anything written previously in the files are secondary. More scrutinity is always welcomed to verify that the software delived by Debian is indeed free. In this regard you're doing important work.
