A udeb package has been added for harfbuzz and it's currently going through NEW [1]. The version in NEW does currently have the following dependencies: libc6-udeb (>=2.17), libfreetype6-udeb (>=2.4.0), libgcc1, libglib2.0-udeb (>=2.36.1), libicu48 (>=4.8-1), libstdc++6 After talking to pango/harfbuzz upstream, he recommended to build harfbuzz without ICU support. This will get us rid of the libgcc1, libicu48 and libstdc++ dependency. After that, libpango1.0-udeb is installable again.
