Since this went in, packages are appearing which depend depend (via
${misc:Depends}) on sysv-rc (>= 2.88dsf-24), which makes them difficult
to install by people who don't have sysv-rc installed.

For example, I am unable to upgrade past openssh-server 1:6.2p2-1
because of this issue.

Unfortunately, what I think this bug-fix really wanted was "Conflicts:
sysv-rc (<< 2.88dsf-24)", but there's no way to do that via the available
substvars hooks.

I'm kind of guessing on the Severity:.  Looking for a Debian policy "must"
that this violates, my best guess so far is "it must not be assumed by
maintainer scripts that this method is being used", but that's maybe
not exactly what is meant.
