This is being worked on. The problem is actually, that there is no DFSG-free software out there that is capable of batch-generating PDFs in good quality in all languages we'd like to support. The only feasible way might be using LaTeX, for which I have some scripts in beta. However, the problem is still not solved completely, even if we have some nice looking PDFs for most latin-based languages now To the matter of format change: as I see it, DebianDoc is an SGML format while DocBook we are using currently is XML.
