I’m sorry, and I can see why you feel this way, but this is how stable
works, and for a good reason.  See Section 5.5.1 of the Debian
Developer’s Reference:

  “Basically, a package should only be uploaded to stable if one of the
  following happens:

      * a truly critical functionality problem
      * the package becomes uninstallable
      * a released architecture lacks the package
      
  […]
  
   Changing anything else in the package that isn't important is
   discouraged, because even trivial fixes can cause bugs later on.”

This bug is clearly none of these, particularly since a very simple
workaround exists with “loadkeys defkeymap”.
