Odd. /etc/texmf/language.d/00tex.cnf is part of tex-common, which is
installed on your system:

What's the output of 'ls -l /etc/texmf/language.d/'? Do you have dlocate
installed? If yes, what's the output of 'dlocate -S
/etc/texmf/language.d/'?
