Could you let me know which version of sysv-rc you have installed?
The output of
dpkg -s sysv-rc
will tell you if it's installed, and if so what version it is.
It's been broken at least since squeeze.
I found what seems like an instance of this issue with a recent update
of qemu-system-x86,a although the line is different, so these might be
actually different. Here's the output:

It's the same problem. I've filed a bug against qemu-system-x86 too
(#709199), because of course it shouldn't call update-rc.d that way.
