paste.debian.net offers https service, and has for quite a while.  The
default pastebinit config should cleanly support users who connect to
https://paste.debian.net/

The X.509 certificate used by the paste.debian.net is certified by the
SPI certificate authority, which is shipped by default in the
ca-certificates package within debian -- however, it might not be
shipped by default in other (non-debian) distros, so it's possible
that this should be a debian-specific change.

But by default, our tools should be using https where possible, and
it's possible to use it on paste.debian.net right now.
