You may consider to have a -doc package split.
Correct me if I am wrong, but the only thing such a split would accomplish is that it would allow to build only the library without installing doxygen, while building the documentation would still require doxygen.
As building the documentation would still be necessary anyway, I think that would be technically correct but I do not see the point.
