I just hit the same output last night after yesterday's upgrade.

I read your comment in create_compat_symlinks in
module-init-tools.preinst. I don't know the packages well, but it seems
to me that if ksyms.8.gz and kallsyms.8.gz depend on modutils, then
perhaps they shouldn't be created in the first place.

Nightly output from cron means trouble. If there isn't trouble, there
shouldn't be output ;-).
