sysklogd is unmaintained upstream, and has had no maintainer
in Debian for the past 2½ years.  It was removed from testing
due to RC bugs, and is currently only present in unstable; it
is not present in wheezy or in current testing.

rsyslog has replaced sysklogd as the default syslog for over
two stable releases now.  But while sysklogd remained in the
archive, it was not possible for rsyslog to put a transitional
package in place.  This has caused some problems with upgrades
to wheezy due to removal of sysklogd without installation of
another syslog daemon.  This could be addressed by putting
transitional packages in place; having sysklogd removed would
enable this to be done in testing/unstable as well as in a
future stable update.
