Control: tag -1 moreinfo

I have no problem specifically with adding such a tag. However, before
adding any tag, I need to see that it will be used, and a specific set
of instructions for how the tag is to be used.

Please provide a list of bugs which have the tag assigned using
usertags, and a sentence (or more) which explains how the tag should
be used. [See http://www.debian.org/Bugs/Developer#tags for an example
of the latter.]
