My impression is that octave better fits the definition of "extra" than
"optional" given in policy §2.5.

However, all the dependencies of octave are of priority "optional", so
increasing the priority of octave would also solve the
priority/dependency constraints (for the 8 binary packages generated
from the octave source package).

Since the latter solution means less work to both you and me, I am fine
with it if it makes more sense to you.
