Perhaps make it dependent on the specified bandwidth.
wondershaper as-is is not designed for higher bandwidth devices, I've
noticed.

I have a 120/10Mbit Ziggo cable connection in the Netherlands. 
I needed to change the ingress burst from 10k to 100k before I could get
a sane download limiting. Now with "wondershaper vlan13 120000 9800" it
works great (at least after half an hour, maybe in the long term some
tuning may be needed).
