Hi,

Policy 3.9.4 mandates that binary packages which are built by using
source code from other packages (build-dependencies) need to have a
Built-Using header.

Currently generating such a header dynamically looks as ugly and hard to
remember as this:

It would be nice if there would be a debhelper named dh_builtusing or
similar, which gets those source package names as parameters which
should go into the Built-Using header and does all of the remaining
work.

Additionally dh_gensymbols should automatically add according
Built-Using headers if dh_builtusing is used in debian/rules.
