thanks for your answer. I see.
We are in a somewhat similar situation as Frank in #552226 in the sense that we 
build an
application which implements a function to be minimized [i] -- with the 
difference that our
program that should eventually be packaged for debian also has other ROOT 
dependencies apart
from Minuit2. It therefore makes sense for us to use Minuit2 provided by ROOT.
Though, we do not want to go through TVirtualFitter and fiddle with 
configuration files but
just use Minuit2 directly.

I understand, that the existing "plugin" is enough to be able to distribute and 
run the program
once the corresponding package has been created. Yet, for building the 
application package one is
forced to have a separate Minuit2 "installation" (or at least the header files 
lying somewhere);
it would definitely be more convenient to have a dev package than to provide 
manually the needed
headers -- in which case one can as well stay clear of any packages and just 
have a complete
manual ROOT installation.
