I cannot reproduce this error.
lilypond -h prints the help in my locale correctly.

BTW, you must use UTF-8:
http://lilypond.org/doc/v2.17/Documentation/notation/special-characters#text-encoding

I'm on debian sid.
lilypond 2.14.2
