I also just ran into this problem after "upgrading" a private gallery installation from 2.3 to the 2.3.1 package...
All seems to work well besides the upload applet (and interface localisation, but that's another issue...). Any progress on this one, Gallery seems to be more or less unmaintained in Debian / Ubuntu?
