I think wording (requiring UTF-8 filenames) is probably the appropriate next step. Yes, maybe not everyone will agree on the initial wording, but having a base to build on makes constructive feedback a lot easier. Some issues were mentioned before regarding different characters with similar looking glyphs, normalization forms, and unusual characters that are not widely supported. But if the initial wording doesn't manage to nudge the packager in the right direction on those issues, I don't mind.
