while looking at reportbug bug #704040 I found this entry in new.822 file for

There are multiple versions in new, but Changes-File is pointing to a version
"in the middle": not the earliest nor the latest.
I would expect to see only one version (the latest) in the Version header, or to
have the Changes-File pointing to the last entry.
