Using the "Export to PDF" feature gives very low-resolution output, and the
resolution does not seem to be configurable.  This is especially annoying when
attempting to re-export an annotated PDF --- the original PDF looks great, the
annotated PDF looks great on my screen, and then I export that output to PDF
and it looks terrible.  I generally get around the problem by choosing "Print"
instead and selecting the PDF device provided by CUPS.  This allows me to
configure a semi-reasonable output resolution.  But it's not clear to me why
the "Export to PDF" isn't just outputting vector graphics, especially when I'm
annotating an existing PDF.
